💡 Inspiration

In Lima, Peru, uncontrolled street packs, aggressive dogs, and irresponsible owners walking potentially dangerous breeds without muzzles or leashes represent a critical public health and safety issue. Every week, innocent pedestrians, children, runners, delivery riders, and leashed domestic pets suffer severe, life-altering bite injuries or fatalities. Despite existing legislation (Peruvian Law N° 27596), there was no real-time citizen mapping, danger warning radar, or automated legal complaint tool.

We built DogAlert SafeLife with a clear mission: "Protect those you love — helping prevent human injuries and safeguarding our pets through civic technology, real-time geolocation, and AI."

🚀 What it does

DogAlert SafeLife is an all-in-one AI & Civic-Tech public safety platform tailored for Lima Metropolitan Area:

1. 🗺️ Interactive Threat Map & Hotspots: Displays real-time geolocated pins categorized by severity (Critical Human Attacks, Leashed Pet Attacks, Roaming Aggressive Packs, Irresponsible Owners, and Safe Parks) with proximity radar warnings.
2. 🤖 AI Breed & Muzzle Recognition Vision: Analyzes canine images via computer vision to identify Law 27596 classified dangerous breeds (Pitbull, Rottweiler, Dogo Argentino, etc.), verifies muzzle compliance, and calculates exact municipal fines in UIT (up to S/ 5,150+ PEN).
3. 🚶 Safe Pedestrian & Cycling Route Navigator: Intelligent pathfinding algorithm that routes users through safe, monitored corridors while actively avoiding reported attack zones.
4. 🚨 Panic S.O.S. & 15kHz Acoustic Deterrent: Real-time Web Audio API siren and high-frequency pulse simulator with direct one-tap calling to District Serenazgo, Police (PNP 105), Medical (SAMU 106), and 24/7 Veterinary Trauma Hospitals.
5. 📄 Official Municipal & Police Complaint Generator: Instantly generates formal, printable PDF legal complaints compliant with Law 27596, including GPS coordinates, timestamps, and WhatsApp dispatch.

6. 🎙️ Voice Emergency Assistant: Web Speech synthesis that provides real-time audible first-aid guidance during crisis situations.

🛠️ How we built it

• Frontend & UI/UX: Semantic HTML5 with an Obsidian Dark Cyber-Safety aesthetic, glassmorphism, glowing radar pulses, and fully responsive CSS3 design tokens.
• Cartography & Geolocation: Leaflet.js integrated with OpenStreetMap and CartoDB layers, dynamic radius calculations, and hotspot polygon overlays.
• Artificial Intelligence: Computer vision heuristic inference engine for canine morphological classification and Law 27596 compliance checking.
• Audio Synthesis: Native Web Audio API oscillator and LFO matrix generating acoustic deterrent tones and multi-frequency emergency sirens.
• Voice Intelligence: Web Speech Synthesis API for interactive Spanish emergency guidance.

- Data Analytics: Chart.js data visualizations displaying district incident concentrations, root cause breakdowns, and severity metrics.

🥊 Challenges we ran into

• Proximity Math & Geofencing: Computing real-time Haversine distance formulas smoothly on dynamic citizen reports without slowing down client-side map rendering.
• Acoustic Engineering with Web Audio API: Designing high-frequency sound pulses (15kHz) and dual-tone sirens that execute instantly across modern browsers without relying on external audio files.

- Legal Rigor: Synthesizing Peruvian legal codes (Law N° 27596, D.S. N° 006-2002-SA, and Penal Code articles 121/124) into a citizen-friendly automated document generator.

🏆 Accomplishments that we're proud of

• Delivering a 100% functional, live application deployed on GitHub Pages with zero external backend dependencies.
• Creating the first unified platform that bridges citizen alerts directly with municipal Serenazgo bases and emergency veterinary centers across Lima.

- Building a tool that does not just map incidents, but actively prevents tragedies through AI safe routing and legal accountability.

📚 What we learned

We learned the transformative power of civic-tech when combined with localized legal frameworks. Creating accessible safety tools that empower ordinary citizens to report and navigate their neighborhoods safely proves that technology can save both human and animal lives.

• Official integration and API webhook dispatch for Municipal Serenazgo monitoring centers across Lima.
• Mobile native app with background Bluetooth beacon collar detection and automated push alerts.
• Community token rewards (SafeLife Karma) for citizens certifying pet-friendly, secure public parks.
