Inspiration

Public procurement in India should be one of the greatest growth engines for MSMEs, yet small enterprises frequently lose out before evaluation even begins. Small business owners spend days combing through 80+ page tender PDFs, only to be disqualified on technicalities—an expired ISO certification, a missing CA net-worth annexure, or an overlooked corrigendum clause.

At the same time, government procurement officers face backlogs verifying contractor authenticity and handling tender grievances. We built BidLens AI to bridge this divide, turning dense public procurement rules into actionable clarity so small suppliers know exactly where they stand before committing time and capital.

What It Does

BidLens AI is an end-to-end pre-bid eligibility intelligence and procurement governance platform built around two integrated interfaces:

For MSME Bidders

  • Interactive Tender Radar: Geolocation map powered by Leaflet.js and OpenStreetMap displaying active municipal and state tenders color-coded by industry sector.
  • AI Eligibility & Gap Analysis: Compares company credentials (annual turnover, past work orders, solvency) against RFP requirements, outputting an instant Match Score (0–100%) and a prioritized checklist of fixes needed to qualify.
  • Secure Document Vault & Diagnostics: Keeps GSTIN, Udyam, audited balance sheets, and certifications organized with automated expiry alerts and AI compliance suggestions.
  • Dispute & Grievance Lodging: Enables bidders to formally flag ambiguous or exclusionary tender criteria directly to authority desks.

For Government Authorities

  • Contractor Intelligence Deck: Visualizes contractor track records with interactive outcome charts (completed, active, price lost, technical disqualification).
  • Gemini Verified Contractor Score: AI-audited performance rating evaluating milestone timeliness, GFR Rule 151/153 compliance, and past dispute records.
  • Tender Studio & Grievance Desk: Generates structured RFP matrices and manages vendor dispute resolution through an interactive 4-stage review workflow.

How We Built It

  • AI Intelligence: Powered by Google Gemini 3.5 Flash via a secure serverless backend proxy to perform complex document clause extraction, eligibility gap scoring, and contractor risk assessments.
  • Frontend UI & Visualization: Lightweight, reactive UI built with React 18, custom responsive styling, Three.js 3D hero visualization, and native SVG data visualizations for performance analytics.
  • Geospatial Mapping: Leaflet.js with OpenStreetMap tiles to map opportunities across regional corridors.
  • Backend & Storage: Node.js server paired with FastAPI, Supabase PostgreSQL for normalized bidder and tender schemas, and serverless deployment functions.

Challenges We Overcame

Balancing strict deterministic procurement criteria with generative AI capabilities was our primary challenge. Procurement rules (like General Financial Rules - GFR) leave zero margin for hallucination. We structured a two-tier verification pipeline where deterministic checks validate hard financial numbers and statutory thresholds, while Gemini handles nuanced clause interpretation, missing-document risk flagging, and actionable remediation advice.

What We Learned

We gained deep insight into the everyday hurdles Indian MSMEs face when navigating portals like GeM and CPPP. Building BidLens AI highlighted how high-performance, accessible web design combined with fast LLM processing can streamline civic tech and public procurement workflows.
