and also for A2A kit, when they tried to discover agent, the agent service must be activate. However, GCP would scale down to 0 automatically. That makes orchestrator agent can't find anything sub-agent. You can set min-instance, but that cost a lot. Due to high cost of GCP, I decide to scale to min-instance to 0 in 11/27.
