Beer distribution companies exists because factories don't want to worry about the distribution headache of small orders to small retailers. This cuts into profits even though large orders can more easily be shipped from the factory. A solution that allows large orders from factories at a steep discount will give A-B factories more potential for profit directly from the consumer.
