The do not call list already makes it illegal for companies in the USA to robocall. Most of the illegal robocalls originate from outside of the USA and are in countries that Americans do not normally do business with.
The phone companies can allow their customers to block all calls from countries not on their personal approved country list. Alternatively the phone companies can direct calls from non-approved countries to the users voicemail.
This might not eliminate every robocall but would be relatively inexpensive to implement and would not require legitimate callers from doing anything extra in order to complete a phone call.
It makes no sense for you to require all submitters to inlcude images and files with their submissions.
