The proposed solution adds a 4 second delay (for example) to allow processing identification of all phone calls as belonging to spam or favorite/allowable lists. The caller is send a call picked up dial tone before identification processing starts.

VSS will allow customers to tag calls as spam or favorite/allowable. During and at the end of the call, the customer can dial *82 to identity a caller as spammer or *73 to add caller to favorite list. Political or other mandatory calls are added to favorite list and updated periodically. The customer spam list is pooled and central database (or peer to peer data exchange) can be used to detect and block well-known spammers.

The hardware device can be manufactured at the customer device level or exchange level or national level and uses peer to peer network to update lists and identify spammers based on customer feedback and activities. Since device can use Internet Protocol and telephony, it would work equally well for traditional phones, VOIP, mobile phones and other combinations.

The main advantage of VSS is that, it allows customer to identify spammers during the call itself. This allows spamming activity pattern to be detected early.
