Inspiration
The U.S. immigration system faces an unprecedented crisis. With 11.3 million pending cases and processing times stretching to years, families are separated, businesses lose talent, and the American dream remains out of reach for millions.
We were inspired by three key insights:
The Human Cost: Every delayed visa represents a person's life on hold—a software engineer unable to start their dream job, a family separated across continents, a researcher unable to contribute to critical work.
The Inefficiency: USCIS adjudicators spend countless hours on repetitive document review, policy lookup, and citation verification—tasks that AI can accelerate dramatically.
The Opportunity: Recent advances in Large Language Models (LLMs), particularly Google's Gemini, combined with Retrieval-Augmented Generation (RAG), make it possible to build an AI co-pilot that understands immigration law at an expert level.
Our goal: Reduce processing time by 938% while maintaining the highest standards of legal accuracy and human oversight.

Challenges we ran into
1. Hallucination Prevention
LLMs can generate plausible-sounding but incorrect legal citations. We addressed this with:
- A dedicated
check_citation_validitytool that verifies every citation - Confidence scoring on all outputs
- Clear "REQUIRES HUMAN REVIEW" flags for uncertain cases
2. Real-Time Streaming Complexity
Coordinating streaming responses between the ADK agent, FastAPI, and Angular required careful architecture:
- Handling partial JSON in SSE streams
- Managing connection lifecycle and reconnection
- Synchronizing UI state with async events
3. Immigration Law Complexity
Immigration law is nuanced with many edge cases:
- Different criteria for each visa category
- Evolving policy guidance and precedent decisions
- The "totality of circumstances" standard defies simple rules
We addressed this by designing the agent instruction to always cite specific legal authorities and flag uncertainty.
4. Performance at Scale
Processing 500+ page petition packages requires optimization:
- Chunked document processing
- Parallel tool execution where possible
- Efficient state management to avoid UI lag
5. Security & Privacy
Immigration data is highly sensitive:
- Implemented PII detection patterns (A-Numbers, SSNs)
- All data encrypted in transit and at rest
- Audit logging for compliance
