VikasSetu: Bridging Citizen Needs and Smarter Cities

Inspiration

Cities are growing rapidly, but decisions about roads, drainage, public facilities, green spaces, and other essential infrastructure do not always reflect the actual needs of the communities they serve. Citizen complaints, infrastructure records, demographic information, and development plans are often scattered across different systems, making it difficult to identify which areas need attention the most.

This inspired us to build VikasSetu, an AI-powered civic intelligence platform that connects citizen needs with smarter urban development planning. Our vision is to help authorities move beyond reacting to individual complaints and make more proactive, transparent, and data-driven infrastructure decisions.

What is VikasSetu?

VikasSetu transforms civic requests and urban data into actionable insights for development planning. It is designed to accept citizen concerns through text or voice, organize them using AI-based classification and language processing, and connect them with geographical locations and infrastructure gaps.

The platform identifies demand hotspots and generates an explainable Development Priority Score from 0 to 100 to help planners compare areas and understand where investment may have the greatest potential impact.

Our priority framework considers five factors:

  • Citizen Demand — 35%: The volume and urgency of reported needs.
  • Infrastructure Gap — 25%: The extent to which essential infrastructure is lacking.
  • Population Impact — 20%: The number of people potentially affected.
  • Demographic Need — 10%: The needs of vulnerable or underserved communities.
  • Investment Deficit — 10%: The gap between existing investment and estimated development needs.

These weighted factors provide a structured basis for prioritization rather than relying only on complaint counts or subjective judgments.

How We Built It

We designed VikasSetu as a web-based platform combining modern frontend development, backend services, data management, AI/NLP, and geospatial analysis.

  • Frontend: Next.js, React, and Tailwind CSS for an interactive user interface.
  • Backend: FastAPI for processing requests and providing application services.
  • Database: PostgreSQL/SQLite for organizing civic requests and related urban data.
  • AI and NLP: For request classification, language processing, and organizing unstructured citizen feedback.
  • Geospatial analysis: For mapping requests, identifying demand hotspots, and comparing development needs across locations.
  • Deployment architecture: Docker to support a consistent development and deployment environment.

We developed a prototype using representative urban datasets and simulated citizen requests. The workflow connects incoming requests with relevant categories and locations, aggregates demand, calculates priority scores, and presents the resulting insights to support urban planning.

Challenges We Faced

One of the main challenges was designing a fair prioritization system. A location with more complaints does not necessarily have the greatest need, because reporting rates, population density, and access to digital services can vary significantly between communities.

We addressed this challenge by designing a multi-factor scoring framework that considers infrastructure gaps, population impact, demographic needs, and investment deficits alongside citizen demand.

Another challenge was organizing unstructured, potentially multilingual citizen feedback into consistent categories that could be analyzed geographically. We approached this through AI-assisted classification and structured data processing.

We also had to consider data quality, incomplete records, location accuracy, and the risk of prioritization scores being interpreted as definitive decisions. These challenges reinforced the importance of explainable scoring, reliable data, human oversight, and transparent decision-making.

What We Learned

Building VikasSetu helped us understand that solving civic problems requires more than developing a working application. It requires understanding users, organizing imperfect data, designing meaningful evaluation criteria, and ensuring that technical outputs can support real decisions.

We gained experience in connecting frontend interfaces with backend APIs, structuring data, exploring AI/NLP applications, and thinking about geospatial analytics and explainable decision systems. We also learned the importance of designing technology around practical needs rather than adding AI without a clear purpose.

Impact and Future Scope

VikasSetu aims to help urban planners identify underserved areas, compare competing infrastructure needs, improve resource allocation, and make development planning more transparent. By combining citizen feedback with infrastructure and demographic indicators, it offers a path toward more inclusive, evidence-based urban governance.

The current prototype demonstrates the proposed workflow using representative data and simulated requests; it has not yet established measurable real-world improvements in infrastructure, energy consumption, water use, or urban heat.

Our next steps include integrating verified municipal datasets, improving multilingual request processing, validating priority scores with domain experts and communities, and piloting the platform with local authorities. We also aim to add outcome tracking so that planners can compare proposed interventions with actual results over time.

Our vision is simple: development should be guided not only by where investment is easiest, but by where it is needed most. VikasSetu aims to turn scattered civic needs into actionable insights and help build cities that are smarter, more inclusive, and more responsive to their citizens.

What It Does

VikasSetu is an AI-powered platform that helps urban planners identify infrastructure gaps and prioritize development based on community needs.

Key features include:

  • AI-Based Issue Classification: Categorizes citizen feedback about roads, drainage, sanitation, and public facilities.
  • Infrastructure Gap Analysis: Identifies areas lacking essential services and infrastructure.
  • Smart Priority Scoring: Ranks development needs using citizen demand, population impact, demographic needs, infrastructure gaps, and investment deficits.
  • Location-Based Insights: Maps civic concerns to highlight areas requiring attention.
  • Decision Support: Helps authorities make informed resource-allocation decisions through clear, data-driven recommendations.

VikasSetu aims to make urban planning more transparent, inclusive, and responsive by connecting community needs with actionable development priorities.

How we built it

We built VikasSetu as an AI-powered civic intelligence platform designed to connect citizens' needs with smarter urban development planning. We focused on creating a system that can organize civic issues, identify infrastructure gaps, and help prioritize development based on data rather than guesswork.

We designed the platform around a web-based architecture using Next.js and React for the frontend, with backend services for processing requests and managing data. Our proposed AI-assisted workflow classifies citizen feedback into relevant categories, connects issues with locations, and combines civic demand with infrastructure gaps and population impact to generate development priority scores.

We also designed the system to present these insights in a clear and understandable format so that urban planners can identify underserved areas and make more informed decisions. Throughout development, we focused on usability, modular architecture, explainability, and the potential to integrate verified municipal datasets in the future.

Challenges We Ran Into

One of our biggest challenges was figuring out how to prioritize urban development needs fairly. Simply counting complaints would not be enough because some communities may report issues more frequently than others, while underserved areas may lack the resources or digital access to report their problems.

We addressed this by designing a multi-factor prioritization approach that considers citizen demand, infrastructure gaps, population impact, demographic needs, and investment deficits.

Another challenge was thinking about how to convert unstructured citizen feedback into useful, organized information. We explored how AI-based classification and structured data processing could help categorize issues and make them easier to analyze.

We also recognized the importance of data accuracy, location identification, and transparency. These challenges taught us that AI-generated recommendations should support human decision-making rather than replace it.

Accomplishments That We're Proud Of

We are proud to have developed the concept of VikasSetu as a practical technology-driven approach to urban development challenges.

Our key accomplishments include:

  • Designing a unified approach to connect citizen concerns with urban development priorities.
  • Creating a multi-factor framework for comparing infrastructure needs across different areas.
  • Exploring how AI and natural language processing can organize unstructured civic feedback.
  • Connecting civic intelligence with the idea of location-based demand and infrastructure analysis.
  • Designing a solution with the potential to support more transparent, inclusive, and data-driven planning.

Most importantly, we are proud that VikasSetu focuses on a real-world problem and explores how technology can help ensure that development decisions better reflect the needs of citizens.

What We Learned

Working on VikasSetu helped us understand that meaningful innovation starts with identifying the actual problem before choosing the technology.

We learned how AI, data analytics, web development, and geospatial thinking can work together to address complex urban challenges. We also gained a deeper appreciation for data quality, explainable algorithms, user-centered design, and the importance of considering communities that may otherwise be overlooked.

One of our biggest takeaways was that an intelligent system is only as useful as the quality of its data and the trust people place in its recommendations. We learned to think beyond building features and focus on usability, fairness, transparency, and practical impact.

What's Next for VikasSetu

Our next goal is to move VikasSetu toward a more complete and field-ready platform.

We plan to:

  • Integrate verified municipal datasets and real civic complaints.
  • Improve multilingual AI-based classification of citizen feedback.
  • Develop interactive maps to visualize infrastructure gaps and demand hotspots.
  • Validate the development priority scoring framework with urban planning experts and local communities.
  • Introduce dashboards that help authorities compare needs and understand why an area receives a particular priority score.
  • Add progress tracking to monitor whether completed development projects address the original problems.
  • Conduct pilot testing with local communities and municipal stakeholders to evaluate usability, fairness, and practical effectiveness.

Our long-term vision is to make VikasSetu a scalable civic intelligence platform that helps cities make more inclusive, transparent, and evidence-based development decisions. We want to help bridge the gap between what citizens need and where urban development resources are allocated.

VikasSetu is built around one core belief: smarter cities begin by understanding their citizens.
