The intended audiences of VCR are:

• All residents of Islamabad, would-be tenants, real estate investors/builders
• Higher authorities of CDA who want to implement change within the organization
• Federal Ombudsman (Wafaqi Muhtesib) who is highest authority to address complaints against government functionaries.

Benefits of this application is are:

• To complainant, who can report complaint directly on the spot with snapshots (photos).

• To higher authorities/wafaqi muhtesib to view monitoring dashboards and can take decisions based on statistical data of complaints and prioritize their budget to target most affected areas.

• Heat map of complaints is available to all users to take decisions according to their requirements.
