Solution: when calls come in to a phone, the caller will now need to go through a process. They will be given a menu of options. Select 1 for Mary, 2 for John, 3 for Billie, or 4 for Susie. A robocaller won't be able to select any, and therefore nothing will happen. The call will be concluded silently. The ring tone in the house would then be user-specific. If the caller selects "1 for Mary", then a ring tone of Mary's choosing will ring on the phone(s), and so forth.
This can be implemented in two ways. 1) the phone company could implement this, and it would work with existing phones. This would be true for both cell phones as well as land lines. 2) an aftermarket telephone or base unit could be built with this feature set.
