I think that any call coming into a land line or mobile phone should be matched against a users pre-determined directory of allowable phone numbers within the land line or mobile phone directory database at the time the call reaches the phone and before it rings. If the number coming in such as private, unavailable, or a specific number is not in the directory for that phone, it is automatically blocked before ringing. People have to edit and maintain directories for new contacts in order for this to work for them, but he gies the power of it to the phones owner.
Most people already have these directories in their phones as a result of caller ID. For businesses that have customers and vendors, they could loan all the acceptable numbers in the systems so the signal can read them.
As a modied form of this idea, the call could be 1st identified to the user before it rings....such as "this number is trying to reach you" accept within say 5 seconds or it is automatically is dropped before it rings. if accepted it would either be answered or go into voice mail if the caller is busy or unavailable. Callers could see on their phones at any time, especially mobile what calls were restricted from reaching you. You could choose to add it to your data base if desired or delete the number from the list. the key to this idea is blocking it before it rings on the users phone. the phone recives a signal before it rings, the number coming in is known at the time and the phone could be directed to block it by putting the ring on hold while it instantly checks the phones diretcory of acceptable numbers
