Unique toll free area code for illegal telemarketers

Require all illegal telemarketers using robocalls to switch to a new toll free outbound area code created by the FCC.(All legal organizations would be excluded). Require all illegal telemarketers using autodialers to license and register each autodialer(serial number,manufacturer,and place of purchase) with the FCC,and set a licensing fee for each autodialer($50k-100k). Those that don't pay the license fee would be subject to a large fine($1,000,000). These new requirements or laws,will cause most existing illegal telemarketers to go out of business,and will prevent new ones from starting. The telephone companies that provide this new area code,will have information on those illegal telemarketers that order this new area code. Thus,the FCC can track violators,and proceed to prosecute them.Once this new area code(i.e. 844,855,890,etc.) is established, notify all consumers via various forms of advertising. Consumers then must have the ability to block this new area code thru their telephone company. Call blocking technology exists,therefore require all telephone companies to offer call blocking at no fee to the user. Consumers can now simply block the new area code,and unwanted robocalls will end.

It's up to the consumer to decide what calls they want to block,and some consumers like to get these robocalls.
