uRIP, the "unauthenticated Robocall Interment Processor", is the last line of defense against illegal robocalls.

uRIP allows an incoming call to ring the telephone only (with the exception of 911 callbacks) when it can authenticate the caller. Caller authentication is accomplished by either (1) voice signature or (2) a digital authentication protocol using a curated public key server.

It does not depend on any infrastructure changes. It does not depend on caller id. It does not depend on any new rules or regulations. It does not require your acquaintances to press any buttons when they call you.

Without an internet connection, it lets your phone ring only for your acquaintances and for 911 callbacks. With an internet connection, it also lets your phone ring for legal robocallers. In no case will it allow illegal robocallers to ring your phone.

For a land-line in the home, uRIP is a long-overdue 21st century answering machine.
