All tax-paying Taiwan residents get a new "Hsuehshan" personal annual income tax credit of up to NT$6000. Yay!
The Hsuehshan credit is affected by using the Hsuehshan tunnel in a civic, orderly manner. Residents who use the tunnel responsibly can do so at no cost, and claim the full Hsuehshan tax credit each year.
To use the Hsuehshan tunnel responsibly, just reserve a slot to drive through the tunnel. There are xxxx slots available in each 20-minute reservation window. These reservations are free, and can be made through iBon, FamiPort, web, or a mobile app. Just enter your license plate number, pick a date and a time, and you're done. If there are no slots available for the date and time you were hoping to travel, it means the tunnel will be full, and you need to adjust your travel plans.
Residents who add congestion and impact everyone else will pay a tolling fee that reduces the amount of the Hsuehshan tax credit. Congestion in the tunnel will be rated on a 3-level scale, and tolls will be based on the Congestion Level: Congestion Level 1 (CL1) toll will reduce your tax deduction by NT$1000, CL2 = NT$3000 fine, CL3 = $5000. It will be possible for careless drivers to incur tolling fees that exceed the amount of the tax credit, and those drivers will need to pay additional tax each year in May when they file their taxes.
The existing speed camera system, in combination with the existing ETC system, will be used to identify each car entering the roads leading to the Hsuehshan tunnel, and to deliver tickets to these drivers through the mail. All cars entering the routes to the tunnel will be checked against the list of cars/license plates with reservations. Before the last exit to the tunnel, a new digital road sign will warn drivers with specific license plates that they will incur a toll, and show the amount of the toll, encouraging them to adjust their plans before the point of no return. At the existing red-light equipped entrance ramps, where each driver stops for a moment before entering the tunnel highway, a new digital road sign and camera will be added that tells each driver "PROCEED: THANK YOU" or "TICKETED: $xxxx".
If necessary, residents of areas in Yilan, Nangang, and the areas in between can be registered and granted xx free passes per month, tied to their license plate number, to ensure that their daily travel needs are taken care of.
