Inspiration
Billions of tax dollars are wasted a year in the US alone, because the Heavy Civil Construction Industry doesn't have the modern tooling and intelligence Project Management teams need. My best friend Jae has over 16 years in the industry and managed 15 Billion$ worth of projects. With my Tech background as a tech lead working at Amazon, I decided to build AI operating system for Heavy Civil. Just like how Harvey gives Legal professional superpowers.
What it does
On a high level, it's a web app that Heavy Civil project team members goes and with help of AI understand how the project is progressing. User upload documents and get accurate answers.
Tomok is the AI powered collaboration platform for owner (Amtrack) and project Management Team (Jae's Employer Kiewit). The Data used in tomok is real data from Jae's current project the 2 Billion$ https://amtraknewera.com/bp-tunnel-replacement-program/. All use case below are real.
1. Answer why project is delayed (Tomok anwers in 3 minutes with AI, vs 3 hours + 15 people), or anything about the project
Owner side setup a meeting with 15 people from both side to discuss why a critical task has not started, it's behind the original baseline plan. The meeting lasted 3 hours and cost about 10K$ in time cost to figure it out. The reason is because data is siloed in different systems and everyone only focus on their area, i.e cost or time or work.
Tomok can accept any file (1200+ page project spec pdf, 100K+ activity p6 files, daily reports,..) synthesize the information and answer the same question above in 3 minutes, instead of 3 hours with 15 people.
2. Auto generate new forecast and risk detection after the daily activity report is uploaded.
Field teams generate a excel sheet that documents the exact work done, resources and labor involed and potential probles. When this document is uploaded, tomok automatically kicks off a analysis, detects problems and surfaces them to the team the next morning. So team can mitigate before it's too late. Each day of delay is a 500K+ fee!
3. Generate required submittal list from 1200 page project specification (Days of work now in minutes)
The contractor project control team has to read the 1200 page projct spec and come up with a tracking list of submittal. It takes days to go through the project spec and come up with the full list. Tomok can analyze and provide the full list in minutes.
4. Generate high level project proposal based on project specification (Weeks of work now less than an hour)
5. View Oracle Primavera p6 Xer file
Oracle Primavera p6 is a tool build in the 1990s that is the required software used to generate these billion dollar heavy civil projects. The license per user is 4k$+ and not user friendly. Tomok allows user to view p6 xer files directly just like viewing in P6!. Now everyone on the team (60 members) can see the baseline schedule, not just the 6 schedulers. There are alternatives out there for viewing, but they still cost 1k+.
How we built it
Jae and I both have full-time jobs. We found out about build week on Wednesday. We spend the next few nights coming up with our plan with Codex! On saturday we created out first commit on github and started building with Codex!
I wrote 95 of code using codex. Using well popular full stack like nextjs, and fastapi hosted on GCP. All LLM and agent functionality are using OpenAI services.
Codex heavily accelerated our planning, implementation, debugging, testing, and documentation.
Challenges we ran into
The biggest challenge we anticipated was translating the domain knowledge so the agent do a good job. Turns out Gpt5.6-sol is sooooooo SMART. The biggest challenge was giving the LLM the tools to fetch only the relevant context.
- I was new to OpenAI API platform and Codex was super helping in help me ramp up and read through the dev docs.
- Handling 1200 page project spc was no joke. But OpenAI Vector Store can handle it like it easy. We notice the specs have 50 divisions. So our chunking strategy is to chunk it by divsion and it improved output dramatically.
- So many data files. Our current mechanism is to allow user to manually upload any file. Oh and we had to implemen mechanism to parse all these non standard file formats, like xer. In the future we will add mechanism for Tomok to connect to external like outlook, drive, etc.
Accomplishments that we're proud of
We were able to build all this within a few days with Codex and Tomok's already helping Jae manage the 2 Billion$ project!! I can't wait to see the impact it will have. We also ended up adding features that use to only exists on costly tools like, reading xer file requires a 4k$ software.
What we learned
gpt5.6-sol is super intelligent, Codex is super helpful. The model is not the complete product. Reliable construction intelligence requires domain-specific tools, structured data, strict permissions, and clearly defined operating procedures.
AI must be a painkiller. Construction users will not adopt AI simply because it is novel. Tomok must provide substantially more value than a general chatbot by deeply understanding scheduling logic and workflows. Transparency is non-negotiable; users only trust AI when they can inspect the exact schedule activity and document behind a conclusion.
What's next for Tomok
Our immediate next step is Jae will use this at work and get his team to use it and itrate. As well as getting his Company Kiewit to pilot this for all the 100 Billion$+ ongoing projects.
We plan to expand integration with outlook, p6, all tools that can Jae uses.
Our vision is for Tomok to become an always-on construction intelligence layer. By continuously monitoring execution against the plan, Tomok will prepare project teams for upcoming decisions and recommend recovery actions early enough to actually make a difference.

Inspiration
The US spends $500+ Billion a year on heavy civil construction projects, yet 80% of them are delayed and over budget by 30%. On these major projects, the answer to “Are we going to finish on time?” is dangerously fragmented across Primavera P6 schedules, six-week lookaheads, daily reports, specifications, risk logs, and emails. This creates a gap between financial reporting and field reality, where a project can appear financially healthy while critical work is already slipping.
We saw this firsthand through Jae, a family friend with over 16 years of industry experience managing $15 Billion+ in heavy civil projects. He is currently managing the schedule for the $2 Billion Amtrak BP Tunnel. Just this Monday, Jae was pulled into a meeting with 15 senior members from the owner and contractor sides to answer a single question: "This task is delayed based on the baseline plan, why?" That single meeting cost over $10,000 in billable time, a question that could have been answered by a single query in Tomok.
Historically, fixing this information gap simply wasn't feasible. Manually reconciling thousands of pages of specifications, daily field updates, and complex P6 schedules required armies of people doing tedious, repetitive work every single day. But AI is the big unlock. What once took a room full of engineers weeks of mind-numbing, manual cross-referencing can now be parsed and synthesized instantly.
We built Tomok to be that execution intelligence layer. Our goal is to help owners and project managers understand what is happening, why it matters, and what requires action before a delay becomes unavoidable. A single day of delay can cost $500,000 in fees. Our mission is to harness this AI unlock to fix the missing "integrated logic" in construction and make US infrastructure great again.
What it does
Tomok is a construction intelligence workspace for project owners and contractor teams. Users can upload P6 XER schedules, lookaheads, daily reports, risk registers, specifications, PDFs, and spreadsheets. Tomok converts those scattered records into a connected project model. Some tasks use to take weeks, now just takes an hour.
It empowers teams to:
Compare baseline schedules, updates, and weekly commitments
Identify critical and near-critical work using schedule float and logic
Connect field progress and production rates to P6 activities
Forecast completion dates and detect emerging schedule, procurement, or risk warnings
Extract submittal requirements from massive project specifications
Generate draft baseline schedule activities directly from those requirements
Question selected records through a source-grounded AI workspace
Link every major finding back to its supporting file or exact P6 activity
Role-aware dashboards help owners, schedulers, field teams, and document-control staff focus only on the signals relevant to them. Tomok is built for absolute transparency, users can verify the evidence instead of blindly trusting an unexplained AI score.
How we built it
We built Tomok as a hybrid of deterministic project-control logic and OpenAI-powered reasoning, all completed in just two days.
Instead of sending an entire P6 file to an AI model (which leads to hallucinations), we parse XER and Primavera XML schedules into normalized PostgreSQL tables. Purpose-built tools retrieve exact activities, dates, total float, constraints, relationships, and WBS information. This lets the AI focus on critical and near-critical work, and then compare those specific activities against relevant daily reports and lookaheads.
The application uses Next.js, React, TypeScript, FastAPI, Neon, Drizzle, Vercel Blob, Frappe Gantt, Upstash, and eve. The AI experience is powered by the OpenAI Agents SDK, ChatKit, File Search, and the Responses API. Non-schedule documents are normalized and indexed for semantic retrieval, while large specifications are processed in bounded CSI division groups to produce structured, source-referenced submittal records. OpenAI Codex heavily accelerated our implementation, debugging, testing, and documentation.
Challenges we ran into
Data Inconsistency & Context Overload: The hardest challenge was connecting structured P6 schedules with highly unstructured reports and specifications (spreadsheets, PDFs, Word docs). Initially, sending all that information directly to a model produced vague results, high costs, and errors. Giving a model more data does not equal better intelligence. We solved this by creating specialized tools that first identify the schedule activities that matter, then retrieve only the specific reports and source passages needed to evaluate them.
Massive Specifications: A project specification can exceed 1,000 pages, making one-shot extraction expensive and unreliable. We tackled this by splitting extraction by CSI division, requiring exact section or page references, and rejecting generic table-of-contents claims.
Trust & Confidentiality: Construction teams deal with highly sensitive data. We had to ensure default-deny access to confidential resource and cost data. Resource assignments, labor, equipment, and costs are hidden by default and only exposed when a project membership explicitly permits access. Furthermore, we had to build exact activity links and source citations to build user trust.
Accomplishments that we're proud of
We are incredibly proud that Tomok is a purpose-built domain agent, not just a generic document chatbot.
During testing, Tomok successfully identified minor delays and late starts by comparing a master schedule with lookahead and daily-report information. It successfully parses real Primavera schedules, applies deterministic schedule comparisons, and gives the AI specialized tools for cross-document reasoning.
We also built an end-to-end specification workflow: Tomok extracts source-referenced submittals, organizes them by location and division, and converts them into draft preparation, review, procurement, and delivery activities that can be natively exported to XER for a scheduler to review.
Most importantly, we built a system where every single important finding retains a verifiable path back to its original evidence.
What we learned
The model is not the complete product. Reliable construction intelligence requires domain-specific tools, structured data, strict permissions, and clearly defined operating procedures.
Separate the deterministic from the probabilistic. We learned to separate tasks that must be mathematically precise (date variance, total float calculations) from tasks that benefit from AI (interpreting narrative reports, extracting contractual requirements).
AI must be a painkiller. Construction users will not adopt AI simply because it is novel. Tomok must provide substantially more value than a general chatbot by deeply understanding scheduling logic and workflows. Transparency is non-negotiable; users only trust AI when they can inspect the exact schedule activity and document behind a conclusion.
What's next for Tomok
Our immediate next step is to pilot Tomok with real construction professionals and measure its impact on reporting time saved, warning accuracy, and schedule recovery.
We plan to expand production integrations with Outlook, Procore, and document-management systems so project information flows into Tomok automatically. We will also improve automated activity matching across baseline schedules, discipline plans, field reports, and meeting records.
Longer-term, our vision is for Tomok to become an always-on construction intelligence layer. By continuously monitoring execution against the plan, Tomok will prepare project teams for upcoming decisions and recommend recovery actions early enough to actually make a difference.
