This is a three prong attack. First, require all marketing firms to use a special area code which identifies the call as an unsolicited marketing call. If such calls are made without the proper identifying area code it would result in a fine of not less than $500 per violation. After 100 reported violations the marketing firm or PAC could be fined $100,000 and a one year moratorium on the use of the special area code. Require that all cellular and digital phone manufacturers/providers incorporate software that enables a user to turn on or off this pre-designated area code. If it is turned off, the calls are automatically blocked.
