This would be an add-on provided by all land line and cell providers to those with automated voicemail systems. The only excluded users would be land lines that still use privately owned message machines or those whom have not yet set up their cell or land line automated voicemail systems.
When the Robo Nono feature is turned on by the user, all inbound calls, prior to any ring, would be greeted by a quick automated option stating, "press XYZ to leave a voicemail or state your name & number to reach this person" The "XYZ" would be a 3 digit number selected by the user when they initially set up their voicemail. Once the caller presses the correct 3 digit code it goes directly to voicemail. If voice waves are picked up by the system, representing the realistically spoken name & number, the call then goes through and upon answering, the user is greeted with the recorded name & number, at which point they press a designated key to accept or simply hang up to end the call.
Turning this feature on & off would be very quick, for instance, just press 888 "send" to initiate and 444 "send" to disengage...simple. While turned on an icon would appear on the screen. For landlines, simply pick up the handset and press *22 for on and *33 for off...while turned on the dial tone would have a unique tone.
RULES: (1). Carriers would be required to offer this as a free feature or would face a potential fine or surcharge, which would encourage them to join in the fight against robo callers. (2). If the caller hears the voice & number and chooses to refuse the call anyway, the call then drops, it does not go to voicemail. (3). To prevent robo calls from leaving voicemalis, the caller can choose to set how many rings elapse prior to voicemail picking up should the caller enter the XYZ...from immediate pick-up to 8 rings, for instance. (4). Should robo calls finds a way to get through, due to incorrect setup of poor technology on the part of the service provider, they would face having to credit for time usage or a small fine in cases where the use has unlimited calling.
THE SERVICE MUST BE EASY TO SET UP, SIMPLE TO USE, FAST, EFFICIENT, ETC. LITERALLY AS YOU SIT AT THE DINNER TABLE, YOU PRESS "888 SEND" AND YOU'RE DONE...WHEN YOU WAKE UP THE NEXT MORNING FOR WORK JUST PRESS "999 SEND" AND BOOM, THE FEATURE IS OFF!
