Unscrupulous marketers use software-based auto-dialers in conjunction with VOIP to make their calls without scrubbing numbers through the federal Do Not Call registry.   This system requires that all auto-dialer software be redesigned to build in an autocheck feature. When an autodialer dials a number, the destination number is first routed via IP through the FTC Do Not Call database. If the number is validated, the DNC confirms with a code that enables the auto-dialer to complete the call.

When a marketer has written approval to call a number on the Do Not Call List (as required by law), it will be the marketer’s responsibility to note this authorization on the DNC database. Before the authorization may be noted, the recipient will receive a an automated call to confirm the authorization.
