Inspiration

My father spent almost a year in 2024 chasing one land document from our municipal council in Sri Lanka — every month the same answer: “It’s in progress.” That pain, multiplied by billions of people worldwide, became the Incentive Alignment Ledger (IAL).

What it does

IAL gives every public department a Public Service Credit (PSC) Score. Citizens anonymously report friction → score goes down in real time → high scores unlock funding, ESG badges, and procurement priority. For the first time bureaucracy has real skin in the game.

How we built it

Solo in three weeks while still in high school.

  • Researched global trust erosion and inefficiency statistics
  • Designed the full architecture (Open Metric DAO → scoring engine → Polygon plan → citizen reporter)
  • Built a working friction-report prototype with live scoring
  • Created high-fidelity mockups and infographics with ChatGPT/Copilot (disclosed)
  • Wrote and designed the entire 7-page submission PDF

Challenges we ran into

  • Building everything alone while preparing for school exams
  • Keeping blockchain understandable without sounding like buzzword soup.
  • Designing a scoring system that is both tamper-proof and flexible as needs evolve.

Accomplishments that we're proud of

  • Shipped a working prototype in <3 weeks as a solo high-school student from Sri Lanka
  • Turned a painful personal story into a global-scale civic-tech concept
  • Created a pitch-deck-quality PDF that feels like a funded startup
  • Proved the core loop works: one friction report → PSC score actually drops in real time

What we learned

  • Real impact starts with a problem you’ve felt in your bones.
  • Incentives beat complaints every single time
  • Blockchain + DAO governance can make civic systems genuinely trustworthy and evolving.
  • A frustrated citizen with a laptop can still move the needle

What's next for The Incentive Alignment Ledger (IAL)

  1. Build a more robust scoring logic, fix some bugs in score syncing and open-source the reporter
  2. Find the first pilot municipal partner in Sri Lanka or India
  3. Add real blockchain ledger (Polygon)
  4. Turn PSC Score into a global standard like credit ratings

I believe citizens shouldn’t have to beg for services they already pay for with their taxes.
IAL is my way of giving power back to people — one transparent score at a time.
