Charge $.25 for each robo call made. When a bank of numbers are requested from the lec (local exchange carrier), have the lec monitor the number of calls, collecting the $.25 for each call. Let the lec collect $.05 for each call, with the remainder going to the FCC. The FCC will distribute 50% to the local area and 50% to the federal budget. Have stiff penalties for the lec and the robo call people, including jail time. Use half of the 50% FCC monies collected to use for prosecution costs.
