A Policy Proposal to Establish an SMS-based COVID-19 System to Support Rural Communities in Information Dissemination and Vaccination Registration

TextVac or Text-to-Vaccinate is an SMS-based system that aims to address the digital divide in India by allowing easier information dissemination and vaccine registration for rural dwellers with little to no internet access. It utilizes geofencing to send district-based alerts and information regarding COVID-19, such as hotspot alerts, hospital inventory, and vaccine reminders. TextVac also offers an efficient vaccination registration system where citizens can book an appointment by texting a government-designated number. Upon sending a message, citizens will be contacted by a representative from their local district health ministry to confirm their information and slot. Through TextVac, the issue of internet inaccessibility and vaccine registration difficulty can be mitigated.
