Bantay Pantawid is an application portal website that allows accessibility to The Pantawid Pamilyang Pilipino Program (4Ps), which promotes government transparency through non-biased applicant verification and acceptance.

The 4Ps beneficiary program, launched in 2008 and institutionalized in 2019 by Republic Act No. 11310, or the 4Ps Act, is one of the nation’s fangs against poverty. It provides conditional cash transfers (CCT) to poor households to improve daily conditions (Pantawid Pamilyang Pilipino Program (4PS) | DSWD Field Office CAR Official Website, n.d.). However, the 4Ps program has a long list of fraud beneficiaries, caused by corrupt DSWD officials accepting ineligible households (Porcalla, 2024).

Bantay Pantawid allows for a reliable applicant evaluation procedure by randomly assigning the Department of Social Welfare and Development (DSWD) social welfare officer based on a specific distance from the applicant’s inputted address. When a social welfare officer accepts an applicant, their information is sent to the DSWD for processing, while rejected applications are not forwarded. This ensures a level of credibility to the system’s processes. In addition, it digitizes the record-holding of the DSWD, which can then be used for data references and user convenience.
