When a recorded solicitation arrives simply dial *11 which records and reports the caller. After a pre-determined number of reporting’s the number is automatically blocked at the telephone exchange. Fines should be levied against offenders and should be added to the offender’s phone bill. A percentage of the paid fines would go to the phone company, and those reporting the violation to pay for the equipment and promote participation.
