TEAM 404 EQUA‑RESPONSE was inspired by a simple reality: during floods and cyclones, responders don’t just struggle with “not enough data”—they struggle with time pressure, unreliable signals, blocked mobility, and limited resources, all at once. In those moments, decisions can unintentionally favor the “closest” or “loudest” areas, leaving remote communities behind. We wanted to build a system that helps commanders make decisions that are not only fast, but also fair and defensible. That’s why our most creative and important module is Playbook Studio—a doctrine laboratory where operators can design response strategies, compare them, stress‑test them under uncertainty, and export commander‑ready operational orders. While building this project, we learned that fairness must be measurable, robustness matters more than perfect‑scenario performance, and high‑stakes users need explainable outputs—not black boxes. We built the platform using Next.js + React + TypeScript for the UI, Leaflet for geospatial operations, and a FastAPI backend to serve scenarios and mock operational data. The biggest challenges were making the UI guided instead of a data shower, ensuring the simulation results actually vary under uncertainty, and building geospatial intelligence that’s fast enough for real‑time use. Our solution uses clear operational metrics—equity, efficiency, overload avoidance, travel safety, and feasibility—because each maps to a real failure mode in disaster response.
