It should be a very easy start to get "cars that can talk" to simply let the stop light know that they showed up. In particular, this will be good in off hours situations when there is very little traffic. The car can tell the stop light it is there and the traffic signal can quickly change. This ability could then be scaled up to count cars. At certain congested traffic lights it might be great if all the cars could be counted. An algorithm could be set up that says its time for the light to turn because enough cars are not backed up in the other direction. Perhaps (depending on how far the vehicle can communicate a signal) in certain congested areas a couple "reading beacons" might be needed stationed down the road from the signal to assist in the counting process.
