Consolidate the DNC list to a federal level, and require all licensed phone carriers, VoIP or traditional, to subscribe to the list, as part of the licensing fee. This will cover the cost of list aggregation and storage. Prosecute unlicensed phone companies by consolidating consumer complaints of calls that get through, and target the most prolific callers. Identify the hosting servers originating rogue IP calls and seize them, similar to the Justice department recently seizing sites broadcasting pirate TV signals. Partner with domain registration companies if necessary.

To be fair to marketers, some robocallers are following the DNC rules but the recipients have simply forgotten that they have a prior relationship with the company or that they've approved contact by an affiliate. Similar to the email unsubscribe button, require approved robocall software to be programmed to allow call recipients to press ### to opt out. Before the opt out is completed, the robocaller would play an announcement reminding the person of their relationship with the company, such as "We're sorry to see you go. You are a valued customer of Land's End. Press ### again to cancel the opt out request, or simply hang up to complete the opt out process."

The final piece of this solution is to require companies that use robodialers to display their communication policy as a much shorter, SEPARATE part of their terms and conditions, called Contact Policy. This Contact Policy should list any affiliates that are going to be sold the email or phone numbers of customers, and offer clear instructions to allow people to opt out with an email or phone call to the retailer's toll free number.
