A robocall is basically a computerized call that comes through on your home or cell phone. Since the government regulates the telephone companies, why can't a computerized chip be placed in the phone lines of all telephone service providers? When the robocall comes in contact with this chip, it will automatically be sent back and the phone call will never make it through to a home or cell phone.
