Harmonized Testing as Inspiration to Revive Social and Economic Life in Europe during and after COVID19
Ensuring that all citizens can safely go back to their normal life, jobs and feel safe within the community is a strong and important challenge for everyone and the EU. Is an employee fit for working after being tested for COVID19, or at risk to contaminate his/her peers? Is the individual well protected in his daily activities and interactions with other individuals?
Our project aims to provide an individual mobile and online access for citizens to safely share their data related to COVID19 Our proposed response is a harmonized trans-European platform to collect, centralize and monitor the COVID19 testing available for any citizen and organizations. We aim to enhance authorities’ ability to identify potential new outbreaks while supporting and accelerating a safe, controlled, and long-lasting revival of economic and social life.
The European Health Passport for COVID19 as Solution - EUDIHP
Crowdsourcing of test data
The European Health Passport for COVID19 is a cloud-based platform, in our case for demo purposes built on the Salesforce platform where COVID19 serological/ARN test results can be recorded by the citizens themselves or the testing lab. Would the test results be provided by a laboratory or by with a “auto test” (once they are validated by the EU), the solution aims at building the picture of the European immunity against COVID-19, further enabling member states in adapting their lockdown policies.
Improve usability of test results for citizens and the economy:
Following a common process validated by Europe, these test results combined with self-assessment information built in the same platform generate a visual flag summarizing the immunity and current health of an individual. If needed to easily and quickly control this status (I.e. upon boarding an international flight) the visual flag could take the form of a QR code.
Building-up on existing solutions:
Over the weekend a prototype of the passport is developed, based on the salesforce code, leveraging the Stay in Touch platform as a base. Stay in Touch was the initial response of Deloitte Digital Belgium to the outbreak of COVID19. The solution allows citizen to take a self-assessment, share with their relatives while the public entities are able to triage and react based on accurate insights Using this fully working and already available solution as a base, the passport and testing capabilities are added to differentiate from already existing competing platforms and provide a full all-in-one solution for individuals, medical professionals, and the government.
A European framework supporting a decentralized response:
It is on the level of cities, provinces, regions and states that this revival needs to be managed. However, by making use of common European digital citizen engagement platforms, this decentralized response can be coordinated in a harmonized way. The solution can therefore be customized and adapted with local information on testing procedures and locations, recommending locally selected bluetooth tracing apps, etc. Lisbon already partners up to combat the pandemic with a digital platform that is of the same nature as ours, and therefore is easy to integrate and scale.
Expanding the Solution Across Europe and Beyond COVID19
The Stay in Touch platform enriched with testing and passport capabilities is a future-proof solution scaling much broader than only COVID19 or support to local communities. Due to the strong technological and technical base it is built upon, and the flexibility of the system towards content, a swift scaling is possible. The full solution can be easily packaged and deployed to local hospitals, by embarking new users on the platform. However, integration of different systems (if already local in place) is possible as well. Lastly, our solution could be enabled on already existing salesforce platforms quite easily. The idea is to pilot this solution in a community and scale from there towards country and European level.
Technical considerations - Being in the cloud, the salesforce platform enables rapid technical scalability through easy deployment while being compliant with the EU regulations for data encryption and GDPR requirements. Plug and play enables an easy build-up of the platform (when started on bottom-up on local level). We estimate that the solution can be deployed in matter of a couple of weeks, not months, making Europe ready to provide a solution for the safe reopening of its economy and social activity.
Medical considerations - Having the passport in place enables its usage for any pandemic or specified share of health data within the Union. Having free movement of people within the union, this passport allows health professionals to get a, either superficial, medical background of the individual in case of emergency. As such, the platform could be used to track on other immunizations and testing as well (e.g. Influenza immunizations, heart diseases, diabetes, …).
Futureproof - The solution is ready to received data from Mobile and medical devices such as wearables. This data reinforce the collection of measurements such as heart rate or O2 level in the blood. Doing so will provide further accuracy and speed to the proposed solution..
Creating an Impact that Matters
Harmonization of a trans-European Health Passport for millions of citizens enables benchmarked data towards COVID19 in whole Europe. This framework and platform can be used to discover early onset of new outbreaks of COVID19, using the data in depersonalized format. It will as well allow the monitoring of the social and economic revival in a controlled, but harmonized way across Europe relying on common and trusted standards. Looking into the future perspective, expansion of the passport to other diseases and conditions will allow predictability on global level towards the health of the citizens of the European Union, laying the foundations for a European medical file improving medical services and exchange of data across medical institutions.
