1) Legal robo callers must pre-register their numbers with a registry.
2) Consumers are told that whenever they receive what they believe to be an illegal Robo Call they should hang up and immediately dial "Star Robo" (*7626).
3) They will be directed to a recorded message reminding them a that charitable and political calls are allowed etc. and to press "1" if they still believe that they received and illegal Robo Call.
4) The incoming calls that are therefore flagged will then be logged. If a certain number of Star Robo "complaints" are received within a certain period of time then the phone number should be deactivated (also assuming is it not registered per step 1 above.)
Live Marketing calls to numbers on "Do Not Call" list could similarly be reported by dialing "Star SPAM" :)
