Star 99

Consumer uses *99 to notify the phone company of an illegal robocall. After 3 notifications from 3 different consumers within a 5 minute window, the originating phone line is blocked (except for calls to 911 and other emergency services) until the owner contacts the phone company to remove the block. Political organizations, charities, and other permitted robocallers can pre-register the originating phone number to insure their line is not erroneously blocked.
