Project Details Project Title Somali Climate Alert (SCA): An AI-Powered Community Early Warning System for Drought and Flash Floods in Somalia
Project Summary Somali Climate Alert (SCA) is an AI-powered early warning and climate communication platform designed to help vulnerable communities in Somalia prepare for droughts, flash floods, heatwaves, and other climate-related hazards. The system transforms complex weather and climate information into simple, localized, actionable warnings delivered in Somali through multiple communication channels, including SMS, WhatsApp, voice messages, community radio scripts, and a web dashboard. The platform combines climate forecasts, satellite observations, historical hazard data, and artificial intelligence to generate district-level risk assessments and provide practical recommendations tailored to farmers, pastoralists, internally displaced persons (IDPs), humanitarian organizations, and government authorities.
Problem Statement Somalia is one of the world's most climate-vulnerable countries. Communities regularly experience prolonged droughts, destructive flash floods, unpredictable rainfall, extreme heat, and displacement caused by climate shocks. These hazards threaten lives, livelihoods, food security, water availability, and public health. Although regional weather forecasts and seasonal climate outlooks are available, several challenges prevent them from reaching those most at risk: Technical weather information is difficult for local communities to understand. Early warning messages often arrive too late for people to take preventive action. Remote villages have limited internet connectivity. Climate information is rarely available in simple Somali language. Existing systems focus on weather forecasts rather than impact-based advice. Humanitarian organizations and local authorities lack localized decision-support tools. As a result, farmers lose crops, pastoralists lose livestock, communities are displaced, water sources dry up, and flood-prone settlements suffer repeated damage that could be reduced through earlier and more accessible warnings.
Proposed Solution Somali Climate Alert (SCA) uses Artificial Intelligence to convert scientific climate forecasts into clear, location-specific early warning messages that every community member can understand. The platform continuously analyzes: Weather forecasts Rainfall predictions Satellite rainfall estimates River conditions Vegetation conditions Historical disaster records Community vulnerability information Using AI, the system automatically: Predicts drought and flood risk Identifies vulnerable districts Generates easy-to-understand warning messages Recommends preparedness actions Distributes alerts through multiple communication channels
Objectives Overall Objective Strengthen climate resilience by providing timely, AI-powered early warning information to vulnerable communities across Somalia. Specific Objectives Improve access to understandable climate information. Deliver localized early warning messages before disasters occur. Support disaster preparedness among communities. Reduce losses caused by droughts and floods. Improve coordination between communities, NGOs, and government agencies. Increase the use of AI for climate adaptation in Somalia.
Target Users The platform serves multiple user groups: Farmers Pastoralists Fishing communities IDPs Women-led households Youth volunteers Local disaster committees Humanitarian organizations District authorities State ministries National disaster management agencies
Key Features AI Climate Risk Prediction The system predicts: Drought severity Flash flood risk Heatwave risk Water scarcity Crop stress Livestock stress
Localized Alerts Users receive warnings specific to their district. Example: Heavy rainfall expected in Baardheere within the next 48 hours. Flooding is likely near the Juba River. Move livestock to higher ground and protect food supplies.
Somali Language Translation AI automatically converts technical meteorological forecasts into simple Somali language that is easy for everyone to understand.
Voice Warning System For users who cannot read, AI generates voice alerts delivered through mobile phones or community radio.
Multi-Channel Communication Warnings are distributed via: SMS WhatsApp Telegram Voice calls Community radio Web dashboard Email notifications
Interactive Risk Map The dashboard displays: Flood hotspots Drought severity Rainfall outlook Vulnerable communities Water availability Livestock conditions
AI Preparedness Recommendations Instead of simply saying "Heavy rainfall is expected," the AI provides practical guidance, such as: For Farmers: Delay planting for three days. Protect stored seeds. For Pastoralists: Move livestock to safer grazing areas. Store drinking water. For Communities: Prepare evacuation routes. Protect drinking water sources. Avoid crossing flooded roads.
AI Components The platform uses AI to: Analyze weather forecasts. Detect climate risks. Generate natural-language warnings. Translate alerts into Somali. Prioritize high-risk districts. Recommend preparedness actions. Learn from historical disasters to improve future predictions.
Expected Impact The project aims to: Reduce disaster-related deaths. Reduce livestock losses. Reduce crop losses. Improve community preparedness. Strengthen humanitarian response. Increase access to climate information. Improve coordination between stakeholders.
Innovation Somali Climate Alert is innovative because it: Combines AI with climate forecasting. Produces impact-based warnings rather than raw weather forecasts. Delivers alerts in local languages. Works in low-connectivity environments through SMS and voice. Supports both communities and decision-makers. Can be scaled across Somalia and other East African countries.
Minimum Viable Product (Hackathon Prototype) During the hackathon, the prototype will include: AI-powered climate risk dashboard. District-level flood and drought prediction map. Automatic Somali-language alert generation. SMS and WhatsApp alert demonstration. Interactive web map displaying risk levels. AI-generated preparedness recommendations.
Sustainability The platform can be sustained through partnerships with: Somalia's national meteorological and disaster management institutions. Humanitarian organizations. Mobile network operators for SMS delivery. Community radio stations for wider dissemination. NGOs and local authorities for community outreach.
Long-Term Vision Somali Climate Alert (SCA) will evolve into a national climate early warning platform that empowers communities with timely, accessible, and actionable information. By integrating AI with local communication channels, the platform will help reduce disaster risks, protect livelihoods, and strengthen climate resilience across Somalia while serving as a scalable model for other countries in the Greater Horn of Africa.
