Six steps to stop robocalls.

  1. Put an end to unknown callers by requiring that every phone in the country is identifiable by caller ID.

  2. In order to obtain a phone number from the phone company, require that one individual is identified who will be prosecuted if the phone is used for robocalls. Caller ID will show that individual's name, not the company's name, whenever a call is made from that number.

  3. Put an end to the daily changing of phone numbers from the robocalls by requiring that once a phone number is granted to an indivual or company, that number may not be changed for 30 or 60 days; i.e. sufficient time for step 4.

  4. When a complaint is received, the FTC and the phone company must verify that the unauthorized call was made with the date and time.

  5. The name of the responsible individual is turned over to law enforcement authorities (FBI) to prosecute to the full extent of current laws.

  6. Enact robocall legislation to: (A) include a specific dollar fine for each illegal call and possibly time in jail for second or third time offenders
    (B) require phone companies to adhere to the above changes and practices with stiff penalties for failure to comply.
