Simple Solution to illegal robocalls

Those companies or organizations that use robocalls should be given a certain universal prefixed number such as 1-500-_ _ - _ _ _ and it should be illegal for these numbers to be conceiled from appearing on the caller ID. For those robocalls that come via cell phones or text messages, it should be the carriers responsibility such as Sprint to block all those calls as part of the cell phone service. This can easily be done if companies or organizations who use Robocalls are forced to have a universal prefixed number.
