1. Make all phone companies/services offer a preconnection/telmarketer prompt that states that "The number you have called does not accept robocalls or telemarketer calls and to add this number to your do not call list, To complete this call please press (a certain number)" This also includes all cell/mobile phone services and VoIP land lines

  2. The phone companies can add a $1.00 to $2.00 charge per month for this service and the phone company offers this as a option to the customer's existing phone plan.

  3. This preconnection/telmarketer prompt would be heard by the caller before the customer's phone would ring and if the caller does not press the required (number) the call would not go through and the customer's phone would not ring. Also the customer can manually turn the prompt off or on by dialing a multiple digit code similar to the way one accesses their voice messages

  4. My land line telephone company has a similar service, It works and it works very well. Most friends who call me, wish they had this service available to them with their phone company. If a small local telephone company with a city population of about 3100 and less than a dozen worker in their office can offer, implement and maintain this service, then the major telephone companies with millions of customers and many more employees should not find this a difficult task to implement.

5.Reverse 911 calls could be relayed to a special service implemented by the telephone company that would bypass the prompt and this service would only be available for government emergency services.

6.Robocalls from Health care providers should automatically default to a live person when reaching a preconnection/telmarketer prompt or even a voice mail service.

  1. As for political parties and charities, you should pole the American citizens and find out if the majority wants to receive their calls. If the majority would not, then the American public has spoken and they should be treated as an nuisance calls and block by the prompt. For minority that wants to receive their calls they can simply turn off the preconnection/telmarketer prompt.

  2. There is no perfect solution to control robocalls. Emergencies and health care situations should take priority over personal choice, but answering a call from a charities that's asking for money or political parties that are trying to convince you into their way of thinking should be a personal choice and I personally choose not to receive them. Anybody who is interested in giving to charities and listening to political parties should contact them directly or turn off the preconnection/telmarketer prompt and deal with all the robocalls.

Final note: you should research charities and you would find the most robocall and telemarketers services that charities use and pay for, in most if not all cases, take more than 50% of the contributions for their operating cost. And in a few, but rare cases the robocall and telemarketers services have take more than 100% of the contributions and the charities loses money.
