Shut 'em Down

Use analysis of call patterns to find robocallers and shut them down. Analysis of "big data" or data mining is common technology today. Analyzing phone company call data to detect robocallers would be a very straightforward solution. Although not allowed to use it domestically, the NSA has technology that could identify 90% of robocallers in a week. Once the robocallers are identified, basic law enforcement could then be used to shut them down. This would be a much better solution than simply blocking individual calls.
