1. Landline and Mobile service providers would be required to add a (Cost/Airtime)-free function to telephone plans. This function would allow the user to call *RPT (*778) to mark and hold data from the last call received. When the user calls the number, an IVR prompt would allow the user to block the number from future calls, and would provide a unique confirmation number.
  2. The confirmation number could be used on the FTC website to provide additional information, and to be entered into any class-action lawsuits related to calls from that provider.
  3. Equipment and software which spoofs numbers ("777-777-7777") would be illegal.
  4. Robo calls that can be confirmed will be punishable by heavy fines ($1000 per call, etc), and identifiable personal information of the person(s) placing the calls will be available on a public, searchable list (like a sex offender registry).
  5. Businesses engaged in robo calls will lose their business licenses and not permitted to conduct business for five years.
