Force companies who maintain the outbound phone lines that these robocallers use to allow people to dial back the number that called them and submit the time and their phone number.

It's up to the companies to forward these complaints to the FTC and ISP with the IP address responsible for the robocalls. The ISP is responsible for finding out who did it, shutting down their service and passing account details to the FTC.

If a proxy is found to be responsible for the calls, the companies that own the phone lines must block those IP addresses (and share them with other companies).
