Over 10 years ago, I made a prototype device, which would solve the problem of unwanted phone calls. I used it, to see, if it would do what I wanted it to, and it worked great! I dropped the idea because I didn't know how to proceed, and had a limited amount of money. Besides that, caller ID came on the market, so my idea went bust. I used a 3 digit access code on my prototype to allow predetermined callers, to ring thru, and all other calls were blocked. If the call was blocked,it would go to an answering machine, to be recorded. The 3 digit code worked great, but it had some flaws. I had to give out the access code to my friends, but what happened, if I no longer wanted one of those people to be able to ring me? So then I made up 3 sets of access codes, one for family, another for general friends, and lastly, another for one time callers. These access codes would then be passed out, accordingly. Also, how do you handle emergency calls, which must go thru? Today, with the technology we have, I am sure my new idea, is not out of the realm, of possibility. With caller ID, and the address book in your phone, they could devise a new type of phone that would match the numbers in your address book to the caller's ID, and then let it ring thru, if they match. If you no longer want a person to call you, take them out of your address book. Since your phone is privately owned and you pay for the service carrier, you can choose to answer or not answer any call, so, all unwanted calls, political calls, or charities will go to voice mail. Health care providers will be in your address book. Reverse 911 numbers will be automatically programed (locally) into your phone's address book. (But the number will not be shown) If you don't want to buy a new phone, then have a device which connects between the line and your phone. Lets do this!
