Require all companies using automated dialers across state lines and encourage/support states to do the same for local operations to register for a license, operating without this license would subject the callers to a significant fine per call made and require the phone company to disconnect their service.
The license number must be transmitted and displayed on caller ID and the license owner can be reviewed online. NPA codes x90-x99 could be used with the NPA making it easy to identify the caller type. For example 990-999 could be "allowed callers" not subject to do not call restrictions.
In conjunction with the do not call list these license numbers can be used to easily charge back companies that do not follow the do not call register. A portion of the charge back could go to the called party as a bounty.
Telephone providers would require customers to provide this license number if they make automated outbound calls.
Note that ALL automated callers would be required to have this license, automated calls by political parties, charities, and health care providers, as well as reverse 911 calls, would also have a license that would identify them as exempt.
Anyone spoofing license numbers would also be at risk for significant fines. By providing a mechanism to report calls online the FTC could track and identify anyone making calls without a proper license.
Calling the license number would result in a recording that identified the caller registration, offering an option to register as do not call, and entering a complaint for the call.
