Robocall interceptor

This device will be a sort of filter, this filter will be plugged into your land line and at cell phone towers that will decide between an actual call and an automated call. legal automated callers must have certain code to initiate calls in which their intended target would have the robocall interceptor in use. this code would be similar to what fax machines use, a certain type of language if you will, that the qualified callers phone would convey to the "filter" on the land line/cell tower. Thus if one did not have the code or , "language" one would not be able to call a number . normal everyday calls would be met with a series of three numbers to enter to reach their party.
