The proposed software solution can be deployed either as a service by a phone service provider or as a consumer device.

When a call arrives:

1) if the application detects that it's an illegal robocall - it records the message for possible later review and hangs up the call without delivering it to subscriber; 2) if the application detects that a robocall is legal - it saves the recording, dials the destination, and re-plays the recording immediately when the call is answered; 3) if the application detects that there is a real person on the line - it forwards the call to the destination immediately.

After being installed, this solution does not require any action on the call recipient's side: call answering does not differ from usual experience. It also does not rely on a caller id or on any password-entering action by a caller: as you can see in the attached video, all calls (both legal and illegal) are placed from the same phone.
