The lowest cost and easiest solution is based on use of existing technology and action from people who receive the calls.
Today, there is a process to allow consumers to block some calls. A portion of that process can be used for the robocall blocking.
1 - When a consumer identified a call as a robocall, they could press one or two numbers that sends information back to their phone company.
2 - When the phone company(s) receive a specified number of robocall notifications from consumers,
Phone companies check a list to verify that the number is not an approved entity.
If the number is not on an approved list, the number is completely blocked.
A report of consumer notifications and block numbers is accessible online.
Once a number is blocked, all people who received calls from that number could be notified that it was used for robocalls. Or, the public could check the online listing to find information about blocked robocall numbers.

slight modification to existing call block process,
sharing of information among domestic phone companies,

applies without international coordination.
applies to all phone types or service,
is very easy to use,
does allow an initial number of robocalls to get through until the threshold is met.
