Robocall Block

Let everyone have access to free call blocker on their phones. The default setting would be all calls blocked. Then consumer could "allow" certain telephone numbers to bypass the blocker, i.e., family, friends, banks, and businesses with which they wish to allow telephonic contact. Those who wish to review incoming calls may opt to have "blocked" callers leave a voice mail message.
