Having learned over 30 years ago when I was interviewed to work at a telemarketing firm, that a list may be created to prevent telemarketing calls. They had already planned to bypass it by utilizing home phones. It is no surprise the robocalls. With all that can be done with computers today. I believe my solution is easily implemented, used, and will only affect those who call you, not 911 or anyone else. Each robocaller, like a telemarketer is on a land line system, just like offices and colleges have. They can have employees call from multiple locations or states. But they remain tied to their central server of the places they work for. So if your number is on the no call list and they call you. You can use a *11 ( example number) to trace the caller. Once they are identified as telemarketers or Robocallers, then the FTC can use that trace to verify them. When they try to dial that number again, you could have the robocall automatically dial another number on their land line list. So in effect they would just be calling someone else in their company and not be able to dial out if they are doing so as robocalls. But their phones would work normal otherwise when they are logged off of the companies system. So the person could use their phone normally but not be able to do so when they are on the companies line.
