Old technology to fight new technology. AT&T offers Privacy Manager that intercepts unidentified calls and requires that they identify themselves before ringing through to the consumer's phone.
The solution has to be on the receiving end of the phone call and put in place by the wireless or land line provider. This could be upgraded to validate numbers that show in the caller ID. Any call that comes in through VoIP should be validated that it is coming from a working phone number.
Any VoIP call should be intercepted by Robo Manager and require that the caller identify themself or their company before a consumer phone would ring. This could begin to accumulate a database of numbers that are routinely used for robo calls and the business practices could be investigated.
Robo Manager should be required of all wireless or land line providers to help minimize the impact of robo calling on consumers.
