RiskFuel Problem Set

This challenge was beyond the scope of the abilities of my partner and I. We spent hours trying to learn pytorch and NN, but weren't able to make any significant changes to the skeleton code. Nevertheless, we are appreciative for the opportunity to see a real work problem using ML. We will continue learning and hopefully we are better prepared for the next opportunity.
