RESTAN combines many key functions foreseen by professionals into one ubiquitous device. It uses DSRC to eliminate approximately 40% of all collisions and traffic casualties. As a side effect of keeping vehicles off collision courses, it will significantly improve city MPG. The device will also integrate navigation with smart tolling and on-demand ridesharing. These shall be used to sharply reduce congestion induced traffic delays. RESTAN will also incorporate a forward facing camera used to provide lane departure warnings, the cause of 20% of all crashes. This submission also specifies that HOV lanes be changed to HOV Priority (HOV-P) lanes where high occupancy vehicles may not be blocked. HOV-P lanes will also be marked off on larger surface arterials. TRES equipped vehicles will identify themselves with a forward facing blue light. The TRES camera may send pictures of blocking vehicles to law enforcement. Finally, this submission suggests creating a series of engineering competitions to identify, and possibly place into the public domain, a suitable computing platform, applications and especially their interfaces.
