After Hurricane María, an estimated 4,645 people died in Puerto Rico, and about 1 in 3 deaths came from lost or delayed care: oxygen that ran out, missed dialysis, spoiled insulin. Today 44,000+ people on the island rely on electricity-dependent medical equipment, but only about 3,000 are registered with LUMA, and no system connects them to care when the power fails. We built Red de Cuidado PR so the next outage finds them ready.

What it does

Red de Cuidado PR registers power-dependent patients, either by self-registration or by a community health worker at home with verbal consent. It scores each patient's risk with explainable rules, where every point is listed, missing data counts as worst case, and a ventilator or dialysis is always top priority. Each patient gets a care plan with a contact deadline. When an outage is declared, health workers reach the highest-risk patients first. A patient who says "I'm fine" but has 3 hours of battery left is escalated anyway, and escalations stay open until their needs are met. Pharmacies see only what they need to deliver medication. The app is bilingual (Spanish/English).

How we built it

One founder built it in three days on Akcelita UWE Studio, through its MCP connector. The workflow covers two registration paths, rules-based risk scoring, routed care plans, event activation, check-ins with deadlines, urgency routing, pharmacy orders and escalation. There are four roles: patient, health worker, coordinator and pharmacy. UWE Studio provides role-based access, audit history and a HIPAA/BAA pack. All data is synthetic.

Challenges we ran into

An AI scoring step failed, so we switched to transparent rules-based scoring, which turned out to be better for trust. We also had to design escalation so "I'm fine" never closes a case on its own. In the current build, the event-activation screen doesn't save the selected outage, so the live examples stop at "ready for an emergency." The full flow was validated in workflow simulation.

Accomplishments that we're proud of

A live, published workflow judges can sign in to. A synthetic caseload of 12 patients across 9 municipalities plus two worked examples. Minimum-necessary data sharing built in from day one.

What we learned

Speed comes from the platform, but trust comes from explainability. Coordinators need to see why a patient ranks first, not just that they do.

What's next for Red de Cuidado PR

Fix event activation and add an automatic escalation timer. Connect a live LUMA outage feed and SMS/voice alerts. Run a 90-day pilot in one municipality, then expand to three municipalities and a health-plan contract within 12 months. Raise $1.1M through EquityShare under Regulation Crowdfunding, with TaínoToken™ advising on readiness. These are planning figures, not an offer of securities.## Inspiration
