Promise.py

Promise encompasses my initial attempt at a script that uses nltk's powerful natural language processing capabilities to automatically code AidData's records. The primary component is a naive bayes classifier. The algorithm predicts approximately 1/5 of codes correctly (although this value is artificially low, as it only outputs one code per record, when the test harness expects multiple codes for some records.) and has a rank value of ~ 25.
