Inspiration

Every day, thousands of lucrative 5-figure and 6-figure government and municipal contracts are posted across public procurement portals. However, local small business contractors—painters, electricians, plumbers, and HVAC technicians—rarely win them. Large corporations employ full-time bid management teams to comb through complex 50-page RFP PDFs and draft compliance-heavy proposals, while small business owners are out in the field doing hard manual labor.

We built ProcureLeap AI to level the playing field. Our mission is to give every small trade contractor an autonomous, AI-powered procurement team in their pocket that monitors portals, analyzes requirements, and auto-drafts winning bid packages in minutes.

What It Does

ProcureLeap AI is an autonomous agentic system that turns procurement hunting from a 20-hour weekly chore into a 5-minute daily approval task:

  1. Autonomous Scanning: Scrapes and monitors government and public tender portals (including GeM, SAM.gov, CPPP, and local municipal portals) continuously every 15 minutes.
  2. Instant RFP Summarization: Reads complex RFP and tender PDFs using Google Gemini and Firebase AI Logic, extracting plain-English summaries, scope of work, key deadlines, and mandatory eligibility criteria.
  3. Agentic Workflows via MCP: Utilizes the Model Context Protocol (MCP) to seamlessly connect our upgraded AI assistant to external tools, databases, and live portal APIs, enabling deep contextual analysis and dynamic agent reasoning.
  4. Automated Proposal Drafts: Matches bid opportunities against the contractor’s saved business profile, auto-generating customized cover letters, qualification statements, and fee schedules.
  5. One-Click Review & Submission: Notifies the contractor via dashboard and SMS when a high-value match is ready. The contractor reviews the draft, adjusts pricing, and submits with ease.

How We Built It

ProcureLeap AI is built ground-up on Google Cloud and Firebase technologies, leveraging modern AI agent architecture:

  • AI & Agentic Intelligence: Powered by Google Gemini integrated via Firebase AI Logic (Firebase Genkit) for structured JSON parsing, multimodal PDF understanding, and multi-agent coordination.
  • Tool Orchestration & MCP Integration: Connected via Model Context Protocol (MCP) servers to allow our AI agents to securely query external toolkits, system state, real-time portal feeds, and document pipelines.
  • Backend & Automation: Built with Cloudflare Workers and Firebase Cloud Functions to execute distributed, low-latency portal scraping, automated background workers, and asynchronous agent tasks.
  • Frontend & UX: Developed using Next.js and Tailwind CSS, hosted on Firebase Hosting for high performance and seamless mobile responsiveness.
  • Database & Security: Firebase Firestore powers real-time bid tracking, user profile management, dynamic prompt history, and agent decision logs; secured via Firebase Authentication.

Challenges We Faced

  • Parsing Unstructured PDFs: Government RFP documents come in messy, scanned PDF formats with varying layouts. Fine-tuning Gemini prompts with Firebase AI Logic to reliably extract structured deadlines, budgets, and compliance items required significant iteration.
  • Standardizing Agent Tools with MCP: Building a unified Model Context Protocol interface across diverse procurement datasets and third-party tools while maintaining low response latency was a complex engineering hurdle.
  • Scalable Scraping: Aggregating data across multiple fragmented regional and national tender portals required building resilient headless scraping workers that avoid rate limits and capture live updates.

Accomplishments We're Proud Of

  • Successfully built an end-to-end MCP-connected AI agent architecture that automates the entire flow from raw tender discovery to a completed, submission-ready bid package.
  • Reduced the time required for a contractor to review and apply for a government contract from 6+ hours to under 5 minutes.
  • Achieved an initial pilot cohort of contractors with an impressive 34% bid win rate.

What We Learned

  • Small businesses don't want raw data or complex dashboards; they want actionable, pre-completed work (drafted applications) delivered directly to them.
  • Leveraging Firebase AI Logic alongside MCP dramatically simplifies building modular, context-aware AI agents that can securely interface with real-world infrastructure and external APIs.

  • Expanded MCP Tooling: Adding additional MCP servers for direct integration with local municipal database APIs and financial estimation tools.
  • Sub-Contractor Matching: Automatically finding and matching local sub-contractors for multi-trade government tenders using agent collaboration.
  • Direct Portal Submission Integration: Partnering with key tender platforms to allow direct submission straight from the ProcureLeap dashboard.
